Success Story: Jemena and Zinfra Modernise Field Operations with Secure, Fully Managed Android Devices Using Microsoft Intune
Jemena is a major Australian energy infrastructure company operating gas and electricity networks which deliver energy to millions of Australian homes and businesses each day. The day-to-day operation and maintenance of Jemena’s assets is managed through Zinfra – a leading engineering, project management, and maintenance company (and part of the same Group as Jemena). With a significant portion of Zinfra’s workforce working in the field, mobile technology is used to access work order management systems, corporate applications, and collaboration tools.
Challenges
As Jemena prepared to deploy hundreds of Android tablets to support field operations, several challenges needed to be addressed.
The business had a highly capable internal team with strong domain knowledge and a clear understanding of operational requirements, however, the fixed and exceptionally tight timeframes — driven by a new contract and a large-scale workforce onboarding meant that internal capability alone was not sufficient to mitigate delivery risk.
Jemena knew a partner was needed, one the organisation could trust to work as an extension of the internal team in an agile manner, bring proven Microsoft best practices, and apply prior Android Enterprise and Intune delivery experience to identify issues early, manage risk proactively, and ensure a smooth outcome.
Quorum is a Microsoft Modern Endpoint Specialist with deep expertise in Microsoft Intune, endpoint security, and large‑scale enterprise device deployments. For Jemena and Zinfra, Quorum operated as an extension of the internal technology team, bringing proven delivery frameworks, Android Enterprise expertise, and Microsoft best‑practice patterns to accelerate outcomes under tight time constraints. Leveraging its Modern Endpoint Specialisation capability, Quorum guided the design and implementation of a secure, corporate‑owned Android Enterprise (COBO) platform, embedding security, compliance, and lifecycle management into the solution from day one.
Following workshops with the Jemena & Zinfra teams, a number of Project challenges were identified that required consideration during delivery::
- Implementing Android Enterprise in a Corporate-Owned, Business-Only (COBO) model for the first time within the current operating environment.
- Delivering the solution within an aggressive timeline to support a phased August rollout aligned to operational requirements.
- Ensuring strong security and compliance controls for mobile devices accessing corporate systems and data, without disrupting field productivity.
- Providing centralised visibility and management across a growing fleet of mobile devices.
- Minimising deployment risk through structured testing, pilot deployment, and hypercare support.
Results
Both Pilot groups and Go-live landed smoothly with a clean cutover and no incidents or escalations. A pilot-led, phased rollout delivered centralised Intune management and fleet visibility, fast-tracked onboarding for ~550 users, locked down security with compliance, encryption and app controls, and gave field crews a consistent device experience from day one—on a tight timeline.
Key outcomes included:

Demonstrable Success
This project delivered more than a mobile device rollout. It established a modern, Microsoft-native platform that strengthens security, simplifies operations, and enables field crews to work effectively in demanding environments.
